Led by the Oregon Department of Corrections, this project began in 2000 to foster cooperation and collaboration among more than two dozen public-sector and private-sector partners in an effort to break the intergenerational cycle of criminality and improve outcomes for children of those involved in the criminal justice system. The project has developed recommendations for the children of incarcerated parents in the following areas: arrest, judicial, state youth detention facilities, K-12 and child welfare.

Bill of Rights for the Children of Incarcerated Parents
The San Francisco Partnership for Incarcerated Parents created a Bill of Rights for the Children of Incarcerated Parents based on an original draft by Gretchen Newby of Friends Outside.
